There are a lot of problems in the property preservation segment of the field services industry. There have been too many break-ins and thefts in foreclosure homes that were NOT vacant and abandoned. There also have been break-ins and thefts at the wrong homes. The primary reason is because there is no command and control information center. There is no intelligence center. Communications are poor. Important decisions are made at the lowest levels and often by unqualified and untrained independent contractors who lack experience and common sense. Many of the property preservation mechanics make poor decisions. And, in many cases they are talking to lowest level untrained and inexperienced clerks on the staff of the national and regional mortgage field service firms.
A lot of the intelligence information is not available to the property preservation mechanics. The banks are often talking on the telephone to homeowners so they know if the property is occupied or vacant and abandoned. I watched a video on YouTube where a homeowner was in court with his lawyer and the bank’s lawyer. The servicing department of the bank was calling the homeowner to ask the status of the property while the homeowners attorney and the bank’s attorney were in court. This shows how bad internal communications are in some banks.

Property preservation mechanics are not allowed to telephone homeowners. They are not provided with any homeowner contact information. They often make decisions on occupancy and vacancy/abandonment without having all of the information available to them. The result is often is poor decision-making because information is purposely withheld from them.
The military has a command, control, communications and intelligence structure that works very well. The property preservation segment has no such structure. Decision making happens at the lowest level in all organizations. Communications are poor and information is lacking at the lowest field level. Mistakes happen because there is no command, control, communications and intelligence structure.
The banks and their servicers are passing all of the decision-making to the lowest level. There is no tested command, control, communications and intelligence structure. There are no Admirals or Generals in the property preservation segment … hence all of the mistakes.
